The Veterans Tuition Award (VTA) helps eligible veterans studying full or part time at a New York institution or approved vocational program. Effective July 1, 2025, eligibility expanded to veterans with at least four years of active-duty service even if they did not serve in combat; certain combat service and National Guard service meeting deployment conditions can also qualify. Discharge status must meet HESC’s non-dishonorable criteria.
For full-time college study, the award may reach the undergraduate tuition charged to New York residents at SUNY or the actual tuition charged, whichever is less; part-time awards are prorated by credit. The benefit pays tuition, not all living expenses. Applicants must meet New York residency and enroll in an eligible institution or program. If they also receive TAP, combined aid cannot exceed tuition and HESC may adjust the other award.
The process has two parts: establish eligibility once with the VTA supplement and service documents, then request payment each year through FAFSA and TAP—or the HESC route that applies. Approved vocational training may require an annual supplement. HESC lists June 30 of the academic year as the payment-application deadline; confirm early which service and discharge records you must provide. HESC and the college veterans’ office can review coordination with federal VA benefits.
