The Excelsior Scholarship is a last-dollar award for eligible SUNY and CUNY students: Pell, TAP, and other aid reduce tuition first, then Excelsior covers eligible remaining tuition. For 2026–27, HESC lists a combined federal household AGI limit of $125,000. It does not make every college expense free; fees, housing, books, and transportation may remain.
You need 12 months of New York legal residency, citizenship or eligible status, an undergraduate SUNY/CUNY program, and full-time enrollment. Complete 30 program-applicable credits per year and maintain continuous enrollment; some Opportunity Program students have a different pace. The 2026–27 new-applicant deadline closed August 31, 2026, so prepare for the next opening and ask whether your circumstances allow review.
The post-graduation condition matters: you must live and, if employed, work in New York for as many years as you received the scholarship. Moving away before completing that period may convert some or all of the award into an interest-free loan. HESC lists possible exceptions for disability, separation, or a family death; request review with documentation rather than assuming an automatic waiver.
File FAFSA and TAP—or the applicable DREAM Act/alternative route—before applying for Excelsior, and renew each year. Verify that all credits count toward your degree and that your schedule can reach 30 per year without delaying progress. If comparing ETA, remember: ETA applies at participating private colleges, Excelsior at SUNY/CUNY; both have income caps and residency/work obligations.
To begin, identify the program administrator and the financial-aid office that certifies your enrollment. Review the program profile and requirements; for an individual account, also use the responsible state agency. Before accepting funds, compare the award letter with an itemized campus budget.

Information checked on October 12, 2026 against official sources. Eligibility does not guarantee an award: funding, deadlines, and college requirements can vary. Confirm the cycle, outstanding tasks, and net cost directly with the agency and your institution’s financial-aid office.
Assess the 30-credit pace and NY residency/work obligation before applying; Excelsior reduces tuition, not every college expense.
