Moving to Detroit, Michigan: what should I verify before accepting a home?

A Detroit move deserves a property-level check before a neighborhood-level judgment. A promising rent or attractive exterior cannot establish whether the home has the required rental documentation, who will hold the water account or how the daily journey works. Those questions are practical ways to evaluate a home without inventing a safety or affordability ranking for whole neighborhoods.

Ask for the rental record that belongs to this address

Detroit requires rental registration and a valid Certificate of Compliance under its rental-property framework. The city's landlord guidance links a Rental Compliance Map and explains how owners register, arrange inspections and obtain their certificate. Ask the manager for the documentation for the actual property and compare the address; a certificate for another building is irrelevant to the home being offered.

The city has revised its process following the 2024 rental-ordinance amendment, including a combined application and changes to inspection arrangements. Use current guidance instead of an old brochure that may describe a different workflow. If the public record and the manager's explanation differ, ask BSEED for clarification before treating the listing as verified. A certificate does not replace a careful viewing of the proposed unit or written responsibility for repairs.

Settle the water account in the lease

DWSD's tenant-service instructions require an official lease stating that the tenant is responsible for the water account at that address, alongside the listed identity requirements. A verbal statement that “utilities are separate” does not identify the account holder or every charge. Get that arrangement into the contract and establish the requested service through the official application.

DWSD currently states that all three Customer Service Centers remain closed. Use online services or 313-267-8000 rather than relying on a historical walk-in address. The published telephone hours are Monday–Friday, 8 a.m.–5 p.m., excluding observed holidays. Transfers, temporary interruptions and closing readings have their own instructions; confirm which request fits the move.

Compare transport and tax obligations with the address

Detroit's transportation guide publishes a $2 four-hour pass and a $5 24-hour pass. DDOT provides schedules online and through 313-933-1300. Test the route at the time you need to arrive and return, including transfers and the distance to the stop. A home close to a major road does not prove that the desired bus journey is convenient.

City income-tax filing is another address-dependent matter. Michigan Treasury distinguishes a full-year Detroit resident, a nonresident working in the city or with Detroit withholding, and someone who lived in the city for part of the year. Keep move dates and employment records so the appropriate filing category can be determined. Living outside the city does not automatically eliminate a Detroit filing obligation when work or withholding is involved.

Treasury also announces a change for January 1, 2027: Detroit individual income tax will move into the same GenTax platform used for Michigan individual tax. That is a future filing-system change, not a reason to omit current obligations. Keep the current official instructions with your moving records and revisit the new procedure when it becomes applicable.
