Kentucky’s Coal County College Completion Scholarship, or KCCCC, targets a specific stage: students who have accumulated credits and want to finish a bachelor’s degree while remaining in a coal-producing region of the state. It is not a general scholarship for someone just starting college. State law requires at least 60 credits toward a bachelor’s degree, good academic standing, at least half-time upper-division enrollment, and permanent residence in the district for one year before July 1 of the award year.

The institution also matters. Participating campuses must be physically located in the district and offer bachelor’s degrees under categories defined by law: nonprofit independent colleges, public extension campuses, or regional centers. A student at an institution outside the district can qualify only under a narrow exception when the major is unavailable at participating sites and additional rules are met. KHEAA awards the scholarship subject to funding and prioritizes prior recipients; maximums printed in older materials should not be treated as current amounts.

The administrative rule sets an annual application window from January 1 through May 1 before the award year; FAFSA is required, and the institution certifies credits and residency. That window for 2026–27 has passed. A student interested in 2027–28 should check KHEAA’s calendar when it opens, verify that the home county is in the district, and ask the campus to confirm eligibility, award size, and priority in writing before planning enrollment.

Before accepting aid, compare net cost and uncovered charges. Confirm residency, program, credits, deadlines, renewal, and service obligations in writing with the responsible financial-aid office.

Read the official program profile and FAFSA guide; request an individual review before enrolling.
