Rio de Janeiro is Japan’s consular office for three states, with one important boundary: its district covers Rio de Janeiro, Espírito Santo and Minas Gerais except for the Triângulo Mineiro. Living in Minas Gerais alone does not identify the responsible office; residents in that excluded area belong to another post.
The Consulate-General is at Praia do Flamengo 200, 10th floor, Flamengo, postal code 22210-901; telephone +55 (21) 3461-9595 and consular email consular@ri.mofa.go.jp. The building also houses a Cultural and Information Centre on the sixth floor, with separate telephone and email contacts. Scholarships, cultural programming and press enquiries do not go to the passport or visa counter.
The Consular Section operates in two weekday sessions and requires a booking by phone or email. Its notice asks the visitor to provide a name, procedure and preferred date and time; wait for confirmation before travelling. Visa and other procedures have different windows. The 2026 holiday calendar includes local closures, so a map listing’s general hours are not enough to plan a visit.
Services for Japanese nationals include passports, civil registrations, certificates and consular assistance. Passport guidance updated on 9 September 2026 lists documents for adults and minors, online filing and special cases; it estimates about five working days for routine issuance. That is an estimate, not a guarantee for every file: missing documents or additional checks can alter the schedule.
Applicants who need a Japanese visa should consult the instructions for their nationality, residence and purpose. The mission also lists cultural, education and MEXT scholarship contacts. An institutional report from July 2026 identifies Takashi Manabe as consul-general. To reduce unnecessary trips, first confirm jurisdiction, then the appointment, and then the checklist for the exact visa category.
Three details prevent common confusion: Minas Gerais has a territorial exception; the Cultural Centre is on another floor; and general hours do not replace an appointment. Official pages reviewed in 2026 set out addresses and service windows, but the Consulate must confirm availability and personal requirements, especially for residents travelling from other states.
