Zell Miller is Georgia’s state scholarship for high-achieving students attending a participating institution. It resembles HOPE but uses more demanding academic thresholds; funds apply to standard tuition and should not be mistaken for automatic coverage of housing, books, or every college expense. This guide explains the practical differences and why students should review the full institutional cost package.

General eligibility includes Georgia residency as determined by the college, citizenship or an eligible status, degree-seeking enrollment, and satisfactory academic progress. The commission also checks prior aid, paid-hour limits, and state rules, including Selective Service where applicable. Students who attended high school outside Georgia or an unaccredited program may need a manual academic evaluation and additional records.

The academic pathway generally requires a 3.7 HOPE GPA and, depending on the student’s high-school pathway, a qualifying ACT/SAT score from one test sitting or a recognized class-rank distinction. The GPA is calculated from core courses and certified by the high school; a college cannot simply substitute the transcript’s overall average. After enrollment, GPA checkpoints apply, and falling below the continuation threshold can end the award.

At public colleges, the award is calculated according to enrolled hours, up to 15 per term; private institutions use separate hour caps and award rules. Apply through GSFAPP or FAFSA as directed, in addition to college admission. To estimate the remaining bill, compare covered standard tuition with mandatory fees and other attendance costs outside the scholarship. Check the academic-year table on GAfutures and ask financial aid about renewal and campus deadlines.

Before applying, confirm the current cycle, priority date, participating institution, enrollment load, and any missing records. Keep a copy of the FAFSA or state form, transcripts, and submission confirmation. Ask about renewal, covered expenses, and coordination with other aid. Do not budget money until you receive an official award.

Compare net cost and distinguish scholarships, grants, waivers, and loans; they are not all repaid or applied to the same charges. Verify current-cycle dates and requirements directly with the administrator.

Read the program profile and federal FAFSA guide; confirm with the administrator how the aid coordinates.
