Applicants must have lived in Delaware for at least 12 months before the deadline, file FAFSA by May 17, 2027, and demonstrate need through the required financial information. Non-degree studies, certificate programs, minors, continuing education, and individualized negotiated majors are excluded. Students may not receive the scholarship for more than five total years of undergraduate or graduate study. Residency does not replace the FAFSA, enrollment, or need requirements.
The current state schedule says this application opens December 1, 2026 and closes May 17, 2027, at 4:30 p.m. Apply through the Delaware Higher Education Financial Aid Portal, where students create an account to submit and track an application. Do not automatically budget the full $1,000: payment depends on eligibility and enrollment verification. Ask your college how the award is credited and which account charges would remain.
