Compare the loan before comparing the incentive
Ask lenders for Loan Estimates based on the same property price, down payment and loan type. The Consumer Financial Protection Bureau's Loan Estimate guide explains where to find payments, closing costs and other loan features. Compare cash needed at closing and the ongoing payment together. An offer that reduces the immediate cash requirement may still add a second monthly obligation.
Keep money for expenses that do not disappear when a lender approves the purchase. Ask for property-specific insurance and tax figures, association charges if applicable, and the proposed allocation of closing costs. Discuss uncertain figures with the lender before relying on a total. The goal is a documented budget for this home, not a generic assertion that buying in Memphis is inexpensive.
Memphis assistance depends on the program and address
The city's current Down Payment Assistance page describes Citywide DPA for income up to 80% of area median income and homes within Memphis city limits. Its separate Citizens incentive has a 200% limit and 15 designated areas. Those are different programs, not interchangeable eligibility thresholds. Confirm which applies to the borrower and exact property. The office publishes 901-636-7300, Monday–Friday, 8 a.m.–5 p.m.; ask about current funds and application steps before relying on assistance in an offer.
THDA assistance is a second loan with its own exit conditions
Tennessee Housing Development Agency's current Great Choice Plus page links assistance to qualifying for a Great Choice Home Loan. The deferred option carries 0% interest and is forgiven at the end of a ten-year term; selling or refinancing before then makes the loan due in full. Its amortizing option provides up to 5% of the sale price, capped at $15,000, over 30 years at the first mortgage's interest rate. Ask the lender to identify the specific product in writing and explain its effect on monthly payments and a future sale.
Do not assume that municipal and state assistance can automatically be combined. Ask each administrator and the participating lender whether the proposed combination is permitted and which documents control repayment. Keep the second-loan terms alongside the first mortgage's Loan Estimate. The relevant comparison is the complete financing package, including conditions that only become important years later.
Inspect the house separately from the financing
The CFPB distinguishes a home inspection from a lender's appraisal. An independent inspection examines condition and can identify issues to discuss before proceeding; an appraisal addresses value for lending purposes. Review inspection and financing provisions with the professionals handling the transaction and arrange the inspection within the agreed timetable.
Ask the inspector to explain findings, what could not be examined and which problems need specialist follow-up. Then decide whether the household's budget can accommodate the property and the loan together. Neither a favorable appraisal nor assistance approval establishes that repairs are complete. A first purchase becomes easier to evaluate when price, condition and program obligations remain separate questions until each has a documented answer.
