How to Study at Baltimore City Community College: Admission, Tuition, English and Campuses

Admission steps, published per-credit tuition, financial aid, English study, and the roles of BCCC’s four Baltimore locations.

Baltimore City Community College (BCCC) is a public, state-supported two-year institution, but it is not a single-campus experience. Liberty Heights is the main site for admissions and campus tours; Harbor in the central city concentrates adult education and workforce training; biotechnology has a dedicated teaching base at UM BioPark; and Reisterstown Plaza gives northwest Baltimore another instructional address. Knowing which location fits the goal can save a student a trip across town.

The institution began in 1947 as Baltimore Junior College, part of the city public-school system, serving returning World War II veterans. It became Community College of Baltimore in 1967 and a state institution in 1990; permanent state status followed in 1992, when it took its current name. Today BCCC combines associate degrees and certificates with adult literacy, English instruction, GED preparation, and short-term career training.

Applying and choosing a program

BCCC has open admission for high-school graduates and people with a high-school-equivalency credential. The first steps are an application and official academic documents; transfer applicants send transcripts from each college attended. Adults without a diploma or GED can qualify for degree or certificate study after completing 15 college-level credits. Nursing and several health programs use additional, selective admission rules, so a general college application does not by itself guarantee a seat in those majors. New degree and certificate students establish English and math placement through high-school or GED records, prior college transcripts, or the college’s alternate assessment. Start the BCCC application, then use the current catalog and course search to see prerequisites and where each class meets.

The catalogue spans transfer-oriented associate degrees, applied programs, certificates, and noncredit workforce courses. Fields include business and accounting, cybersecurity and computer information systems, early-childhood education, human services, law enforcement, robotics and mechatronics, biotechnology, nursing, dental hygiene, respiratory care, and surgical technology. Time depends on the credential and course sequence: BCCC publishes a two-year, 70-credit Dental Hygiene AAS, while other certificates and degrees have their own plans. Selective health programs add prerequisites and annual application cycles; part-time attendance, placement coursework, and course availability can lengthen the calendar. The college calendar lists eight-, ten-, twelve-, fourteen-, and sixteen-week terms in addition to the summer schedule.

What tuition can cost and how aid works

BCCC publishes tuition of $110 per credit for in-state students and $280 for out-of-state students. At the college’s 12-credit full-time threshold, tuition alone comes to $1,320 or $3,360 for a semester, before consolidated, technology, registration, and other fees. A 30-credit academic year would be $3,300 or $8,400 in tuition at those rates, before fees, books, transportation, and living expenses. The college also says eligible students may combine federal aid, Maryland grants, Baltimore city support, and BCCC Foundation awards to reduce tuition or reach a tuition-free balance. Check the current tuition and fee chart and submit the FAFSA each year; eligibility and award amounts are individual.

Baltimore’s Mayor’s Scholars Program is one route for a narrower group: current-year high-school graduates or GED earners age 21 or younger who live in Maryland and complete the FAFSA or MHEC One App. BCCC describes it as a last-dollar award; continuing students must remain full-time, maintain a 2.0 GPA, and complete required degree courses within three years. Maryland’s Promise, Near Completer, Part-Time, Educational Assistance, and Guaranteed Access grants may also be relevant depending on circumstances. Review Mayor’s Scholars eligibility and ask Financial Aid how awards combine before counting on a balance being covered.

English study, from first steps to college coursework

Someone still building English can begin with BCCC’s free Community ESL program, offered through Harbor and partner sites around Baltimore, with in-person and online classes at different times of day. These noncredit courses practice speaking, listening, reading, writing, and grammar through work, everyday, and academic situations. They serve adult learners with limited English or literacy skills; class cycles open at several points of the year. Use the Community ESL inquiry form to ask about the next location and intake.

Students ready for academic English can ask about English Language Instruction (ELI), an intermediate-to-advanced course sequence designed to prepare learners for BCCC majors. New ELI students apply to the college, take ACCUPLACER-ESL for placement, and meet an adviser; the published minimum placement is ELI 80. These routes serve different needs: community ESL supports foundational and practical language, while ELI focuses on English used in college study. Adults without a high-school credential may also find free GED and basic-skills preparation through Harbor before applying to a degree program.

Four locations, four different uses

Liberty Campus is the main address for Admissions, tours, advising, aid, and academic schools. Harbor connects adult English, GED preparation, continuing education, and workforce courses. The Life Sciences Institute at UM BioPark is the specialist base for hands-on biotechnology and internships. Reisterstown Plaza Center is an additional northwest teaching site; confirm the term schedule before travelling because class locations vary. The official directions page lists all four addresses, while the Liberty map distinguishes visitor, student, and employee parking. Harbor’s student garage has separate hours, validation, and ID requirements. For a visit, match the appointment or class to its exact building and ask the college about guest parking in advance.
