Arizona Promise is a state last-dollar program for Arizona students attending ASU, Northern Arizona University, or the University of Arizona. It applies after Pell, scholarships, and other aid to eligible tuition and fees; it does not automatically cover housing, meals, books, transportation, or parking.
Published requirements include Arizona residency, graduation from an Arizona high school with at least a 2.5 GPA, eligibility for a federal Pell Grant, and entering as a new, full-time, on-campus, degree-seeking student in the fall term immediately after high-school graduation. Eligibility also depends on federal aid and campus rules.
ABOR encourages filing FAFSA by April 1 of senior year for priority; universities may set their own dates, and ASU’s may be earlier. The scholarship covers eligible tuition, mandatory fees, and program fees remaining after other resources. Renewal requires an annual FAFSA, Pell eligibility, full-time status, and satisfactory academic progress.
The state description says there is no separate Arizona Promise form: students file FAFSA and apply to one of the three universities. Since the fall 2026 priority date has passed, students planning to start in 2027 should check each campus’s updated calendar well before April 1, 2027. Ask financial aid for a written estimate of the balance the program will cover.
The agency or institution determines final eligibility and the award under current-cycle rules and available funding. Read the program profile and the administering agency; ask the college for an individual review.
The Promise program is a last-dollar tuition model: a student should first complete the federal aid application and let the university calculate the remaining eligible tuition and fees. Ask whether the campus has received your FAFSA, whether any verification remains, and when it expects to post the Promise amount. Do not budget the benefit for housing or travel, and confirm that your chosen campus and term are included in the program’s current rules.
