Start with a verifiable referral route
The State Bar of California lists certified referral services for the San Diego region, including the San Diego County Bar Association's Lawyer Referral and Information Service. Its published referral number is 619-231-8585, Monday–Friday 8 a.m.–4:30 p.m., with an online request option. Ask for immigration-law assistance and the language needed rather than assuming every participating lawyer handles that specialty.
The local service describes a consultation of up to 30 minutes without charge, after the lawyer assesses suitability and conflicts. It expressly says this is not pro bono representation; subsequent work is separately agreed. Google Maps checked directly on September 28, 2026 showed the parent association at 330 A Street with 3.4/5 from 65 reviews. That is not an immigration-lawyer rating or a guarantee about someone referred. Visible complaints about calls and referrals make clear communication another point to check.
For lower-cost or free assistance, the State Bar's immigrant-resource page links legal-aid resources, and EOIR's Find Legal Representation page provides pro bono and accreditation routes. Eligibility, capacity and type of case must be confirmed with the provider. A name on a list does not promise immediate representation.
Verify the individual who will advise you
For a lawyer claiming a California license, use the State Bar's Attorney Search. Match the full name, license status and official contact information to the person communicating with you. The State Bar warns that impostors can copy a real lawyer's identity; finding a genuine name is insufficient if the phone or email belongs to someone else.
USCIS's legal-services guidance says an eligible attorney may be in good standing with a U.S. state, territory or District of Columbia bar. A federal immigration practitioner therefore should not automatically be rejected because their license is from another state. Verify that licensing authority and the actual scope of the representation instead. Check EOIR's list of currently disciplined practitioners as well, because state-bar status alone is not the entire immigration-practice check.
For a nonlawyer claiming DOJ accreditation, match both the representative and recognized organization in the official roster. EOIR distinguishes partial accreditation, marked DHS only, from full accreditation that also covers its immigration courts and Board of Immigration Appeals. A nonprofit label alone does not establish those credentials, and an attorney-only organization need not hold DOJ recognition merely to operate through lawyers.
Agree on the work before paying
Ask who will handle the case, what the fee includes and whether interviews, court appearances, responses to additional requests or appeals are covered. Keep a written agreement and copies of submissions. For representation before USCIS, its guidance explains the Form G-28 notice and the client's consent; clarify who will receive correspondence and how it will reach you.
A notary or consultant who can help with limited form preparation is not thereby authorized to choose your immigration strategy or represent you. Resolve eligibility and procedure with an authorized provider using the real documents. Reviews can illuminate customer experience, but the foundation is verifiable authority and a clearly defined service.

Lawyer Referral and Information Service — San Diego County Bar Association
330 A Street, San Diego, CA 92101
State Bar-certified San Diego lawyer referral service with bilingual staff and an initial consultation, followed by separately agreed representation.
The three visible Google reviews of the parent association are critical of telephone interactions, referrals or concerns about lawyers. None establishes an immigration-specific service result; these are individual reports, not verified findings.
