West Virginia college aid: compare PROMISE and the Higher Education Grant

PROMISE evaluates merit while the Higher Education Grant is need-based. Review 2027 rules, FAFSA, deadlines and why neither guarantees housing and meals.

West Virginia has two programs that often appear together in family conversations, but they answer different questions. PROMISE is a merit scholarship for certain recent graduates entering as full-time students; the Higher Education Grant is calculated by financial need using FAFSA. A student may apply for each if eligible, but the grant can shrink when other scholarships reduce calculated need. Do not add two advertised maximums without an aid offer confirming the combination.

For the class of 2027, PROMISE requires the student and the parent or guardian listed on FAFSA to have lived continuously in West Virginia for the twelve months before the deadline, with limited exceptions. The applicant must graduate from a state high school, earn at least half of graduation credits there, reach a 3.0 GPA and meet ACT 21 or SAT 1080. The page allows superscoring for 2027–28. The PROMISE application and FAFSA are due March 1, 2027; initial recipients must enroll full-time and generally apply within two years of high-school graduation.

HEGP has its own financial and academic rules. For 2026–27, it required U.S. citizenship, twelve months of state residency, demonstrated need, FAFSA SAI up to 13,000 and full- or part-time enrollment at an approved institution in West Virginia or Pennsylvania. The published maximum was $3,400 in-state and $600 in Pennsylvania. That cycle’s FAFSA deadline was April 15, 2026, which has passed; we do not carry that date or SAI into 2027–28 without an official update. Renewal reviews annual FAFSA, a 2.0 GPA, satisfactory progress and earned credits.

The $5,500 PROMISE maximum that WVHEPC announced for 2026–27 students should not be presented as a confirmed amount for the class entering in 2027. Nor can students assume the scholarship covers a dorm, meals, insurance, books or travel. In a WVU thread, someone eligible for both programs asks how to cover everyday costs; replies about work-study, loans and the aid office vary. The discussion is useful for illustrating the balance remaining after tuition, but it is not a campus calculation. Students should also check whether an award is paid directly to their institution and what happens after a transfer.

Prepare a year-by-year comparison: cost of attendance, tuition, fees, room, meals, transport, gift aid, loans and work-study. For PROMISE, submit the application and FAFSA by March even if you are still waiting on grades or test scores, then verify renewal. The 2026–27 HEGP deadline has passed; check CFWV when the next cycle is announced. The Commission is at 2001 Union Carbide Drive, South Charleston, WV 25303. PROMISE answers at promise@wvhepc.edu; the grant team uses wvgrant@wvhepc.edu and the state aid line 877-987-7664. Ask for your net balance and aid-combination terms in writing.

Bottom line

Compare the options and confirm eligibility and deadlines directly with the program before applying.
