FAFSA’s “Special Rule” may give certain students access to the maximum Pell Grant when a parent or guardian died in the line of duty. It is not a separate scholarship application by mail: beginning with award year 2024–25, the former Iraq and Afghanistan Service Grant stopped being awarded as a standalone program, and eligible assistance is processed as Pell under special rules. The Federal Student Aid profile explains evidence a college may request and how to start a review.
For 2026–27, the annual Pell maximum is US$7,395; that does not mean every eligible student receives that amount. The final award depends on enrollment, cost of attendance, enrollment intensity, time enrolled, and remaining Pell eligibility. The Special Rule prevents the Student Aid Index alone from reducing an eligible student below maximum Pell, but it does not waive other federal Pell requirements or guarantee a cash payment.
The rule covers a child of a parent or guardian who died in the line of duty while serving on active duty in the U.S. Armed Forces on or after September 11, 2001, or while actively performing the duties of a public safety officer. For 2026–27 FAFSA, the student must be younger than 33 on January 1, 2026. The college must confirm eligibility. The Department of Education does not maintain one comprehensive database to verify every death, so students may need to provide official evidence.
On FAFSA, answer the question about a parent or guardian killed in the line of duty and complete the annual form. Then contact your college financial-aid office promptly: it may request a DD Form 1300, a DD Form 214 with death certificate, a VA Death Narrative Document, a Public Safety Officers’ Benefits determination, a state or local official’s certification, or another credible record. Do not send sensitive documents to third parties, and do not assume selecting “yes” automatically triggers the maximum; the institution reviews and certifies eligibility.
Once eligibility is documented and certified, the federal handbook says it does not need to be redetermined each year if the student continues to meet other Pell requirements and the age rule. A transition exception applies to some students who received aid under earlier criteria in 2023–24. For general guidance, Federal Student Aid can be reached at 1-800-433-3243, and StudentAid.gov has Spanish-language information. Ask your college which records it accepts and when it will update your FAFSA record; US$7,395 is the year’s maximum, not an automatic award.

Do not look for a separate grant application: file FAFSA, ask about the Special Rule, and let your college verify the case and final Pell award.
