Oregon has two state programs with similar names but different entry points. Oregon Promise is a one-time application around graduation for recent graduates starting at a community college; Oregon Opportunity Grant is considered each year through FAFSA or ORSAA for undergraduates with need at eligible schools. Promise is last-dollar tuition aid; OOG awards an amount based on need, SAI, school type and available funds.
If you graduate between July 1, 2026 and June 30, 2027, the Oregon Promise application opens in mid-October 2026. Submit the OSAC form and the FAFSA/ORSAA for your college-entry year, listing at least one Oregon community college. Deadlines vary by graduation date, so use “Find Your Deadline.” General criteria include 12 months of state residency, a 2.0 high-school GPA or GED score of 145, starting in the assigned term and no more than 90 attempted/completed college credits. The Class of 2026 has a final SAI ceiling of 27,000; the next cohort’s ceiling had not been announced.
Oregon Opportunity Grant has no separate application: for 2027–28, submit FAFSA or ORSAA as soon as possible, correct errors and list an eligible Oregon school. The 2026–27 SAI limit was 8,000 and the final cutoff was May 15, 2026; that year is closed to new files. The cutoff changes each year because OSAC awards funds in order until they run out. Do not use the 2026 date as the next cycle’s rule or confuse a FAFSA cutoff with a campus priority date.
The awards are calculated differently. In 2026–27, Oregon Promise could cover remaining tuition after Pell and OOG up to the average cost of 12 credits per term; the official full-time annual range was $2,280–$4,716. OOG listed maximums of $8,352 at four-year schools, $4,320 at community colleges and $7,092 in BAS programs before adjusting for need and enrollment. Neither maximum is a personal offer. Verify fall-enrollment rules, minimum credits, excluded fees, books, housing and food; summer is excluded under both programs.
Student conversations raise recurring questions about transfers, stacking grants and when aid appears in an offer. These are individual experiences, not statewide rules. Ask the financial-aid office to confirm in writing which application arrived, the academic year, SAI, residency, certified credits, available funds and net balance after gift aid. Starting in 2027–28, a FAFSA-eligible student from a mixed-status family is not eligible for Oregon Promise if they use ORSAA instead of FAFSA. Compare the two profiles and contact OSAC or your college before accepting loans or building a budget.
Compare the options and confirm eligibility and deadlines directly with the program before applying.
