Maskay guide

Who qualifies for New Jersey EOF, and how do students apply at each college?

Learn the 2026–27 financial limits, published grant range, and why each participating campus handles selection.

New Jersey’s Educational Opportunity Fund (EOF) is not a state scholarship handled through one central application desk. It combines a grant with advising, tutoring, and other support for New Jersey residents facing economic and educational barriers. The state Office of the Secretary of Higher Education lists about 40 participating colleges and universities; each selects its own students and has limited spaces. The full EOF profile covers the financial rules and application route.

Undergraduates must demonstrate economic and educational disadvantage, have lived in New Jersey for 12 consecutive months before receiving an award, apply and be accepted to a participating college, meet that campus’s academic criteria, and file FAFSA or the NJ Alternative Financial Aid Application. Income and asset limits depend on household size: for four people, the 2026–27 caps are $64,300 gross income and $12,860 in assets; each additional member adds $11,000 and $2,200, respectively. The state has special rules for some young people connected to foster care.

The state lists undergraduate grants from $200 to $3,050 per year. The amount is not uniform: it depends on campus and need, and should not be described as free tuition. Students must also be accepted into the campus EOF program, which may require interviews, recommendations, transcripts, or additional criteria. Academic services can include summer bridge, counseling, and tutoring; confirm what the selected institution actually offers.

The application has two tracks to coordinate: regular college admission and EOF admission through the campus director. That director explains deadlines, financial and school records, educational-disadvantage criteria, and summer steps. Filing FAFSA does not guarantee an EOF place, and the state office does not make the individual campus selection. Use the official campus directory and contact only the institution where you plan to enroll.

Before relying on the money, request written details about the estimated grant, renewal conditions, required credits and GPA, and eligible charges. Ask how it interacts with Pell, Tuition Aid Grant, or other scholarships and what remains for housing, books, and transport. The scale changes each year; this guide distinguishes the official 2026–27 and 2027–28 figures available at review. Confirm which applies to your cycle before submitting documents. HESAA offers general assistance at 1-800-792-8670 and CustomerCare@hesaa.org, but enrollment in EOF must be discussed with the campus director.

Bottom line

EOF requires eligibility and campus selection; contact the college director and do not confuse FAFSA filing with admission to the program.
