What services does Mexico’s San Juan Consulate offer, and whom does it serve in Puerto Rico and the U.S. Virgin Islands?

Guide to Mexico’s San Juan Consulate: location, passports, Civil Registry, appointments and an official jurisdiction discrepancy.

Maskay editorial team Updated

Mexico’s Consulate General in San Juan is at 654 Avenida Luis Muñoz Rivera, Suite 1110, in Hato Rey. The office publishes weekday hours, with public service from 9 a.m. to 4 p.m. and office hours until 5 p.m. Google Maps places the same institution at that address and shows a 9 a.m. opening. For a visit, the appointment time matters most: general opening hours do not mean every service desk accepts walk-ins.

Jurisdiction needs special checking. The consulate’s own institutional page describes its district as Puerto Rico and the U.S. Virgin Islands, and the SRE Traveller’s Guide gives the same coverage. However, the federal consulate directory entry for San Juan, visibly updated on 31 August 2026, lists only the U.S. Virgin Islands. That omission does not establish that Puerto Rico is no longer served, but it is a real documentary discrepancy. If you live in Puerto Rico, confirm the applicable jurisdiction and contact route with the office before booking.

Published services include passports, consular ID cards and reception of applications for the INE voter credential; the INE decides eligibility and issues the credential. The institutional catalogue also lists Civil Registry procedures, including birth registrations and certified copies, as well as notarial acts such as powers of attorney and wills. A broad catalogue does not mean every procedure follows the same process: some require appointments, original documents or advance review.

San Juan’s appointment page refers to MiConsulado, telephone and a documentation email, but its visible update date is January 2025. Treat those details as a starting point and confirm that they remain active in the appointment portal before arranging a trip. A passport page contains fees and a same-day delivery note that are dated or carried over from earlier years; we do not present them as current terms. The appointment confirmation, selected procedure and current document requirements are the practical reference.

Public Maps comments are relatively few compared with large-city consular offices and describe mixed experiences: some visitors mention courteous assistance and building access, while others criticise appointment handling. These are individual accounts, not a measure of every case. To reduce uncertainty, bring the appointment confirmation and required originals, and resolve jurisdiction questions in advance, especially when travelling from another island.

The address, contact routes, verifiable service catalogue and source discrepancy are gathered in the detailed profile of Mexico’s Consulate General in San Juan.

Bottom line

Before travelling, confirm that the San Juan office serves your residence and procedure, book through the official channel and check the current document list. Puerto Rico appears in the local jurisdiction page and SRE traveller guide, although it is omitted from the latest federal directory entry.
