A student comparing public universities in Illinois may see two names in a financial-aid package: the Monetary Award Program (MAP) and AIM HIGH. Both depend on state and institutional funding, but they are not interchangeable. MAP is available through approved colleges and is need-based; AIM HIGH is limited to 12 public four-year universities and adds campus-specific rules.
For 2026–27, the published MAP maximum is $8,064, applied to tuition and mandatory fees rather than personal expenses. The FAFSA is the application: list at least one approved Illinois school so ISAC can calculate eligibility. The actual amount depends on need and the state formula; filing does not guarantee an award. ISAC announced that initial applications received after April 23, 2026, would be placed in suspense pending funding. Students applying now should know that FAFSA may still support other aid even when MAP for this cycle is not assured.
MAP also sets a priority date for returning recipients: March 1, 2026, was the 2026–27 date. For 2027–28, ISAC set February 1, 2027, as the priority date for students who previously received MAP. ISAC says this is not a general closing date; later applications may still receive an award if funds remain. Still, the useful move is to file the FAFSA early, list the college, and respond promptly to any verification request.
AIM HIGH can help with the cost of attendance for full-time undergraduates entering for the first time at one of twelve participating universities. State criteria include Illinois residency, attendance at an Illinois high school, U.S. citizenship or eligible noncitizen status, a FAFSA, and financial need with household income no higher than eight times the federal poverty guideline; campus academic standards also apply. The university sets extra documentation and makes awards subject to appropriations; there is no single guaranteed amount.
Undocumented students face a major change in the alternative state application. ISAC reported that a July 24, 2026 court ruling barred state-aid payments under the previous criteria for 2026–27 and closed that year’s alternative application. The 2027–28 application opened with revised criteria. If this change affects you, check ISAC’s current page and ask your institution; do not assume previous-year rules remain in force.
MAP and AIM HIGH may appear in the same search, but students should evaluate them separately. Start with FAFSA and admission, then verify the eligible campus, dates, credits, GPA, residency, and the balance the grant would actually cover. Ask whether campus matching funds coordinate with MAP, Pell, or other grants. The financial-aid office issuing the package must confirm the final award and remaining costs.

For 2026–27, MAP published an effective maximum of $8,064; the 2027–28 start-up formula keeps that maximum, subject to budget review. It applies only to tuition and mandatory fees at an approved Illinois institution. The FAFSA serves as the application; at least one eligible school must be listed. Eligibility also depends on financial need, state residency, enrollment, and other criteria. ISAC placed initial applications received after April 23, 2026, in suspense for 2026–27;
