Baltimore County College Promise: eligibility and costs covered at CCBC

CCBC administers Baltimore County’s last-dollar tuition scholarship; requirements differ for a degree versus workforce certificate.

Baltimore County College Promise is local aid administered by CCBC for county residents pursuing an eligible degree, credit certificate, or workforce-training program. It works as last-dollar aid: federal and state grants and other scholarships are applied first, and the program may cover eligible tuition still due. It is not a full college budget; books, transportation, materials, and other expenses may remain the student’s responsibility.

For a degree or credit certificate, CCBC’s page requires Baltimore County residency, eligible immigration status, a high-school diploma or GED, FAFSA, an official transcript, and household adjusted gross income of $150,000 or less. Students may enroll starting at one credit, but the award covers only courses required for the declared program. Credit students must maintain at least a 2.3 GPA and generally complete the program within six years. If the applicant is a dependent, check whether a parent’s Maryland domicile must also be documented.

A separate route is available to some Maryland Dream Act students and requires an approved nonresident-tuition exemption and the MHEC One App when FAFSA is unavailable. For workforce training through Continuing Education, CCBC says there is no FAFSA, income, or GPA requirement; students still need county residency, continuous enrollment, and timely completion of an eligible course series. Personal-enrichment classes are excluded. Requirements can change substantially depending on whether a student seeks a degree or a career certificate.

Annual renewal for degree programs requires FAFSA and CCBC$FundMe in the scholarship portal, continued county residency, income eligibility, enrollment, satisfactory academic progress, and the required GPA. CCBC also lists Maryland Community College Promise, a separate state program with its own income, credit, and deadline rules. Do not combine county and state funding as if they were one award; ask CCBC which application and calculation apply to your file.

To start, apply to CCBC and register early, complete the FAFSA with school code 002063 or MHEC One App when applicable, and submit the scholarship portal applications. The webpage does not give one deadline for every route, so confirm the current term and funding with Financial Aid at 443-840-2222. Before registering, request an eligible-course review and account estimate showing what Promise covers and what balance remains.

Bottom line

Baltimore County Promise can reduce eligible CCBC tuition, but requires renewal and leaves other costs out; distinguish county aid from the state program.
